Joel Uline

Property Manager/Camp Ranger

Joel is a second generation ranger at RSR. He succeeded his father, Joe “Grizz” Uline, as ranger in 1994. Joel has earned Scouting America National Camping School certifications in the COPE, Climbing, and Ranger sections and has served as a Camp School instructor in the Climbing and Ranger sections as well. He is responsible for the year-round maintenance of the camp’s 1300 acre property and coordinates all improvements to the facilities. He is an Eagle Scout, Vigil Honor member of the OA, Silver Beaver honoree, and father of an Eagle Scout. Joel is also a volunteer fireman and a member of the New York State Urban Search and Rescue team.

Brian Murray

Resident Camp Director

Brian joined the staff at RSR in 1994 and has previously worked as a scoutcraft instructor, COPE director, and program director. He has served as camp director since 2001. Brian has earned Scouting America National Camping School certifications in COPE, Camp Program, Shooting Sports, and Camp Management and has served on several NCS faculties as an instructor of Resident Camp Administration. Brian is an Eagle Scout, Vigil Honor member of the OA, and Silver Beaver honoree. He works as a social studies teacher at a Capital District high school, and has previously served as the Vice President of Program and the Vice President of Safe Scouting for the Twin Rivers Council, Scouting America.

Quin Ciccolella

Resident Camp Program Director

After previously working at Camp Wakpominee, Quin Ciccolella joined the staff at Rotary Scout Reservation in 2021. He served as the camp commissioner for three years before taking on the role of office manager, helping to manage camp operations and provide unit support. Since 2025 Quin has served as the resident camp program director. He’s an Eagle Scout, a Vigil Honor member of the OA, and has served Kittan Lodge in multiple youth leadership positions. He has earned National Camping School certification in Camp Program.

Quin previously served as the Twin Rivers Council’s Technology and Communications Specialist and in 2026 he was appointed district executive of the council’s Yankee Doodle District, where he supports Scouting in Rensselaer and Columbia Counties. Quin is currently finishing his Bachelor’s degree in Business Administration with a focus on Management, bringing his studies into the work he does year-round.
